Per-decision addresses

Every decision has its own file, addressed by its number — for example /data/hcl/304.json — and every meeting has /data/sedinte/2026-05-22.json.

How this was produced

The sources are the council's own documents: adopted decisions and session minutes, as PDFs. Every fetched document is archived and its sha256 published alongside the record, so anyone can verify exactly which file was read. A figure appears in the data only if it appears literally in the document — nothing is computed, estimated or filled in. Where the document is silent, the field stays empty.
